POSITION: MANAGER, CIRCLE, MAYOR’S OFFICE OF COMMUNITY SAFETY
The mission of the Mayor’s Office of Community Safety is to prevent crime and violence through community-based strategies that impact the social and economic conditions that drive community harm. The office coordinates the Mayor of Los Angeles’ community safety initiatives, including civilian first responders, violence interruption, re-entry services, youth diversion programs, and capacity building programs for non-profit organizations working to address community safety. Through these measures we work in partnership with the community to positively impact the lives of the people we serve to keep communities safe.

SUMMARY:
The Mayor’s Crisis and Incident Response through Community-Led Engagement (CIRCLE) program provides a 24/7 alternative, unarmed response to non-emergency 9-1-1 calls involving unhoused individuals and a proactive on-the-ground presence in highly impacted areas. The program operates in five zones covering portions of 10 City Council Districts and 12 LAPD Divisions.

The program has four components: 1) a call center with trained operators ready to receive and manage diverted calls from 9-1-1 and 877-ASK-LAPD, as well as requests from LAPD officers, 2) a Crisis Response Team to respond to diverted incidents, 3) a proactive outreach team to build rapport and create referrals for unhoused individuals, and 4) a Decompression Center where teams can bring unhoused persons who need a respite from the street.

The CIRCLE Program Manager will work alongside the Director of Alternate Crisis Response to oversee and strengthen CIRCLE program operations and ensure operations align with the City’s alternative response efforts.

PRIMARY RESPONSIBILITIES:
The CIRCLE Program Manager will serve as the lead program administrator for CIRCLE and will act as a point of contact and liaison between and amongst the contracted program operator(s) and the Mayor’s office, City partners, and stakeholders. The CIRCLE Program Manager will be responsible for tracking and ensuring that program goals are met and the scope of work is fulfilled. The Manager will provide support to improve the efficiency and efficacy of the program’s components as well as aid in securing project resources.

Job duties include:
-Provide oversight of and organizational support for program operations, and manage risks to the program’s successful outcomes.
-Work in close collaboration with non-profit agencies to meet key performance indicators including diverted incidents, decompression center visits, referrals and services provided.
-Coordinate with government partners, including Council Offices, LAPD, and LAHSA, in support of CIRCLE and act as liaison for the program operator(s) and non-profit partners.
-Navigate City processes to facilitate procurements; execute contracts, process invoices and payments to contractual partners.
-Track, review, and analyze program data and metrics.
-Facilitate and participate in quality assurance practices.
-Conduct site and field visits to monitor program operations.
-Build partnerships with internal and external partners to support use and effectiveness of the program.
-Meet with and present to stakeholders including Neighborhood Councils, service providers, Business Improvement Districts, and community-based organizations.
-Create communication materials and regular community updates.
-Provide oversight of the program budget, manage expenditures, and ensure timely invoicing and payments.

Qualifications

MINIMUM QUALIFICATIONS:
-Bachelor’s degree required; advanced degree preferred.
-Demonstrate problem solving and project management experience and skills.
-Ability to schedule and manage tasks effectively.
-Knowledge of L.A. County Continuum of Care, the Homeless Management Information System, and social services systems.
-Knowledge of alternative public safety responses; crisis intervention; trauma informed care and/or crime prevention models.
-Management of complex and simultaneous projects.
-Ability to communicate clearly and effectively with diverse stakeholders.
-Cost control and budgeting skills.
-Strong interpersonal and team leadership skills.
-Ability to track and analyze project outcomes, program metrics, and data.
